Those are chain tensioners. Safe to ride without them. Used so wheels done move when grinding or just normal riding. A lot of new frames have them build into them.

Normally seen on race bmx bikes but all my kids DJs have em too.
They can be handy for centering your wheel but not necessary
Primo? Clean up and hold onto them. They are OG
Chain tensioners. I’m around 240lbs and my wheel gets misaligned a lot while doing vert stuff without them.
