  1. I don’t think the fender mount is a cause for concern, but I would suggest eliminating that spacer in the middle – between the rack arms. The weight from the rack is outboard on that bolt, and it can be levered to snap – this is a weakness. If there is a way to remove the spacer, and/or reverse how the rack arms are arranged, such that the one coming from above is closest to the fork/inboard, that should mitigate any levering.

    This is exactly how I used to do the majority of my cycle tours decades ago.
    Front panniers would have the majority of my clothes as they were light.
    Rear panniers would take cooking gear, sleeping bag and waterproofs with my tent on top of the rear pannier.
    Camera gear, passport and money would be in a handlebar bag that I could remove easily if leaving the bike.
