Is the chain routed corectly thru the deraileur ?
Probably just needs to be indexed properly. Try the barrel adjuster first and if that doesn’t do it, turn the lower limit screw a quarter turn at the time. Also make sure the jockey wheel isn’t too close/touching the cassette, that can be adjusted down too. Campagnolo have a vidoe showing how to do all this.
