I am replacing the rear tire for my bike and notice there are some scratches at the inner side. What might be the reason for this? Is this a problem for riding?
I actually just had to replace my rim strip with new rim tape since I run tubeless. There was an audible hissing sound at over 60 psi. If you run tubes and those spots don’t feel sharp you should be fine. Otherwise, I’d replace it.

take off the tubeless strip, exam the the rim’s bed. if it’s still smooth, then buy a new strip and put it on. so simple.

That is a tubeless rim strip and when properly installed, it works very well. This looks like it was damaged when you were removing your tire. A couple of the spots do look suspect, but as already mentioned if you’re running tubes you’re probably ok. If you want to start using tubeless then I’d recommend replacing this.
