recently built a new bike its sick and all but the overlap is driving me slightly insane as sometimes when commuting there are ALOT of tight 90 degree turns. Without me being clipped in and when pedal is at 3 and 9 oclock, the wheel has just barely enough clearance to be able to turn left and right. But when clipped in its a headache to think about when riding. Im not too sure whats my crank length its some ardently one, i think its 170mm, will buying a shorter crank help with the problem drastically? What else can i do to minimise the overlap?

Shorter cranks + 650c front wheel
there’s no chance toe overlap is an issue if you going at any real speed, which you should be given this setup
A tight track geometry isn’t really the best for the street. That’s why a lot of consumer fixies have slacker road bike angles.
A full disc on the road is also asking for trouble. Might be better selling and getting something more suitable for what you are doing.
You might be surprised to learn a disc wheel and a fake track frame with drop bars are not the wisest choices to commute on. And yes, typically you would use 165mm unless very big frame and tall person.
You will adjust. Don’t over think it.
