How do I go about treating these tiny rust spots to make sure they dont spread/get worse? And on that, how about sealing the scratch that is visible? Im new to this sort of stuff so any help and advice is appreciated.

Try a little fine steel wool scrub to get rid of the rust, then follow with paint (or nail polish) of choice.
