Just wanted to share my spin on DIY panniers which I think is a little simpler than the "kitty litter" box design with screwed-on metal hooks and bungee.

I just cut two holes in an 8.8 gallon square trashcan with a pocket knife and hooked through them onto my cargo rack with a bungee. I've been using it for a month now with 30-40 pound loads and it feels very solid, with no slapping when I go over bumps, despite the lack of a bottom mounting point.

I would recommend the flat black bungees ("EPDM strap", 18 inch), as they are stiffer than regular bungees and more resistant against wear. This design would probably work well with the kitty litter boxes too, which come with lids.
