As a mechanic I’d say it’s unsafe but I’d also happily ride it. Doubt anything would go wrong unless you hit the rim on something

Hard to tell from your photos, but is it just a gouge, or has it started to crack? If it’s cracked at all, trash it. If it’s just a gouge, it might still be potentially dangerous if the wall is very thin at the gouge.

Can’t tell from the pics of how bad the gouge is, if this was a disc equipped wheel set I may run it for a bit, for rim brakes I would just get a new one

This looks like it _might_ be the start of brake-track failure from being worn too thin, no longer able to hold out against the inflation pressure of the tire.
If so, it can lead to a tire blowout.

Looks like you have breaks that squeeze the rim, is that correct?
This also looks like a rim strike as if you hit something really hard or rode with tire under inflated, is this the case?
What type of riding do you typically do on this bike. Tires are new so can’t tell much there.
