Seems like the bike has all the necessary mounting points. Looks like you are using an old rack with a bunch of missing hardware for connecting it. Might be better off getting a new rack with everything included because getting a hardware set for a lower end rack like this would probably be about the same price as buying a whole new rack of similar quality.
