Maybe you are thinking of the GI-682 between Tossa del Mar and Sant Feliu de Guixols? That’s a nice road as well, but it’s not the one pictured.
Lots of pro riders live in that area – I’m sure you can find a good ride anywhere near a mountain range.
Stopped there during a motorcycling road trip a few months ago. Looks like the (pedal) bike scene there boomed in recent years. Lots of riders, bike shops.
Girona was my halfway stop between the French border and Baecelona / Lloret de Mar. I loved riding there.
