One’s a track bike, one’s a road bike. What do you need?

They are radically different bikes. The first is a brakeless track bike. The second looks like a direct to consumer road bike.
Unless you plan on riding track races the first is a bad bike. If you really are into the fixie scene in your area I could see a person buying it as a second fixie.
A DtC bike with Tiagra at 1k USD is expensive to me. Though it looks like you are not in the US. Your local prices are not likely to match my expectations. The bike looks clean and well maintained from the one photo you posted.
