I'm an absolute newbie in biking. My plan was to buy a new bike for $300-400, but after reading a few posts from this sub I decided to give used ones a try. Any advice is appreciated :))

These are widely renowned as great frames, predecessor to the All-City Space Horse and other “sport touring” bikes. Unfortunately, at your height, this will probably be too big for you. Look for a 54cm.
You gonna need the do a lot of maintenance. If it’s got brand new tires and has been fully serviced within the last year, and you like it. Well then you’re paying a couple hundred bucks for a bike you like and it’ll be better than anything you could have got at Walmart for a similar amount. If it doesn’t have any verified service done to it you’re going to have to plan on either factoring in that cost or being comfortable doing it yourself and buying parts. This thing probably needs hub service, new bottom bracket, headset bearings, cable replacement and derailleur alignment, That’s assuming the tires, chain rings and cassette are good. That being said I’ve absolutely overspent on older bikes and then way overspent on components to make them rideable all in the name of playing bikes.
