I’d save 3-400 and look for something more modern that can clear 700*28c tires personally.

Disc wheels are for triathlons and time trials – not good for an everyday bike, especially a first bike. I’m not sure what you mean by “with both Mavic wheels”. Front and rear? Or the disc rear wheel and a regular one?

I would not ride that as a daily rider if you want to forego comfort
