Get a cheap plastic kitchen garbage can and like 5 gallon jugs of vinegar. Put the frame in one end to soak 8-12 hours, then scrub with steel wool. Then flip it and do the other end. You can also buy rust remover from any hardware store.
No reason to paint over rust when there are ways to just remove the rust. Just sanding it isn’t the best way.
