Good luck. I would only attempt to work on these if you’re an expert wheel builder. I’ve built a couple of dozen wheels, and no way would I try to fix these myself.
Also, where did you get this wheel?

Had a set of those! Weird, but pretty good at the time. Long shot finding a fix, obsolete long ago.

You need one made by Shimano for that particular wheel. Look it up by researching the model number of the wheelset. It will be WH-(numbers)

Are you missing the nipple? I don’t see it in the hub. These should just be normal J-bend spokes and not proprietary but that nipple definitely is.

woooah I’ve never seen a weirdest wheelset, very crazy. I really doubt you’re gonna have a good time trying to find a replacement but who knows, maybe your bike mechanic was waiting for this moment

If you keep the alloy insert that goes in the rim you can use a standard spike, however given the age of the wheel and low spoke count I’d highly suggest replacing the whole wheel

Follow-up question:
How do you true a wheel?
I believe it will be difficult tonight find a spoke for this. Extremely difficult. New wheel time!
Take to shop with a decent wheelbuilder and re-lace the whole thing, once they pop they don’t stop.
The spokes are proprietary for those wheels. Those are shimano Sweet 16 tandem wheels. Here is the only listing i found for spokes.
