I'm unsure whether what I have is a freewheel or a cassette. This tool (I don't know what kind it is) I have fits, but when I try spinning it counter clockwise all the cogs spin with it. Do I need to use a chain whip (I have one) or do I need to rotate it clockwise. The bike is a 90s Schwinn Crosscut.

That’s a cassette, for sure. If you just search YouTube, there are a zillion videos showing you how to remove it. As ever, I recommend whatever Park Tool has. You’ll need that tool along with the chainwhip and a wrench, but it’s easy.
You need to use the chain whip to hold the cassette while you undo the lock ring, counter clockwise.
When you put it back on, it’s easier, but you should torque it.
Under the cassette should be the free wheel mechanism.
Use the chainwhip
Its a cassette, chain whip and cassette tool to remove. Easy way to tell is to spin the sprockets, if the lock ring spins you have a cassette if it doesnt then its a freewheel
I’d remove the dork disc while you’re at it. If the chain goes behind your cassette, you’ll just have shattered plastic
