Thats a 2012-2012 model, its old but its light and nice to ride. 400usd sound fair, come with stock tyres so maybe its true the bike have low kilometers.

Not original tyres. Why change within 300 km?
The photo is from the wrong side to have any idea about the state of the drive train.
The photo quality is too bad to see the state of the surface of the rim where the brake applies. But it looks suspicious for 300 km.
Creaky bottom bracket special from Cannondale.
Good price if the drive train doesn’t have to be replaced. Or the bottom bracket.
Certainly interesting to inspect for that price. I would not believe the claim about the km. But that would not be a deal breaker if the drive train is good.
The most important is that the frame should be the correct size for you. Get solid diversified information from several sources. My 2 near to pro friends were adamant I had to have a 58 Cannondale. I needed a 56 and couldn’t adapt the 58 to my needs. Any length of stem, handlebar, saddle, saddle post was tested. Did +10000km with painful neck and shoulders. All disappeared immediately with my new 56 bike.
