I just dug this out of storage. It's been in a shed at my parents' house for the last 15 years or so. I'd appreciate any advice on maintenance you guys would suggest. If I just ended up taking it to a bike shop for a tune up, what should I expect to pay?

What’s wrong with it?
ABC. Air in the tires, brakes working, chain lubed. Assuming nothing is wrong a shop could charge $20-60 for a basic tuneup depending on where you are, shops have different packages and stuff, you can always get a quote and walk out
