It looks like it blew off the rim. It might be ok, just make sure the bead is seated correctly when you inflate the tire. The amount of rubber between the rim edge and the reflective strip should be the same on both sides and consistent all around the tire.
Tire failed first.
Let me guess, tires were very low cause you haven’t ridden in forever. Pumped it way up without looking how well the tire was seated and boom. Tube didn’t fail cause it was bad. Tube failed cause tire jumped off.
