Unless its a class 3 ebike then all riders do
Or if you are doing commercial work then you do
Or some parks have specific helmet laws for all riders too

Looks like a cop impersonator. Dirty ass shirt, scuffed up hat brim with loose strings clipped to his key ring holder, with a mix of gold and black colored buttons on his leather gear. Officer Yun apparently doesn’t care about his uniform presence.
