I have been having this issue with my dropper post. I have tried tightening things on the lever end, but cannot figure out what the issue is.
The issue: when I try to drop or raise the post, I need to hold the position for at least a second or two, or it will just go up. A video is linked here.

There could be a kink in your dropper cable, preventing the internal cable from sliding freely, so it takes a sec when you release for the cable to pull back through.
The other thing could be an issue with the dropper itself, could need a rebuild.
If you’re handy, I would take the dropper post out, try to actuate it disconnected from the bike, see if the problem persists to eliminate the cable snag issue.
