As a guess: cranks
Brake caliper mounting screws and a retaining wire for them. Got a similar set with some post-mount adapter a while ago.
Safety wire used to prevent loosening up from vibrations… more commonly used in motorsports and aircraft.
They are for uses where tampering with equipment should be clearly visible, so you can tie head to something and seal it with piece of plastic/tin seal (for example boxes with electric/water consumption meters), or where is lot of vibrations and you don’t want possibility of bolts coming out, so you will tie their heads together with wire to prevent it (for example aircraft engines).
