    I’m going to say No! No matter how and in what way you repair that rip, it will blow out on you, and just your luck it will be milliseconds before your rims find the nearest hard surface.

    The inner tube will bulge out of that hole and tear again. I never tried to patch them and always replaced them.
    My mistake was to not look at the rim brake pads. Those were worn down and started to scratch the tires and thus holes like these appeared. Not saying it’s what happened here.

    How much does a tire cost VS how much Will your medical Bill be if it blows in the worst possible moment???

    (1) that’s not the tread, that’s the sidewall
    (2) that’s not a small tear, that’s a huge tear

    (1)+(2) = your new tube will explode violently and give you an instant totally flat tire at the first opportunity, possibly as soon as it’s fully inflated. Get a new tire.
