
So my Formula CL-3248m hub is broken. When force is applied the hub just rotates instead of engaging normally. But as you can see in the video, the ratcheting mechanism sounds normal. It also isn't moving when I try to rotate the hub by hand, only when I have more leverage, like during pedaling, or with the chainwhip like in the video.
I unfortunately don't have a bearing puller or the specialized tool to unscrew the freehub body itself. Is this hub reasonably salvageable, or is it just toast?

You will need a new freehub and maybe new bearings for the hub and also tools for replacing those.But maybe a new wheel is cheaper.
I think you might have somewhat of a rare problem here. Unfortunately one that might not be fixed by replacing the free hub body. I suspect that the steel teeth that are fixed in the hub are rotating. Normally those steel teeth are cryofit into place. If that fit fails, the whole mechanism will rotate forward with a fair bit of drag, allowing the Freewheel to still sound normal in reverse, as it requires less drag. That also explains why you aren’t having a sudden breaking free feeling when you force the freehub to rotate forward.
