Ive recently decided to pick up cycling again and have stumbled across this bike on facebook marketplace for 1300 USD it looks like a good deal however im worried about the condition of the frame and if its worth checking out and buying.

The frame looks OK. Do the ping test. When I would be more concerned about is where and tear on that Dura drivetrain, which is very expensive to replace. Cassette chain rings all very expensive. Check every bearing surface on the bike. Bearings are expensive to replace. The bearing itself is cheap the labor to get it in and out not so much. Age is against you and this Bike. Good luck it’s quite beautiful and I think that price is very reasonable for Dura Ace.
I highly doubt that it was ever sold for 8k. Looks like someone had Dura Ace cranks lying around, as apparently many people do. So they have stuck it on there to upsell the bike. However their attempts were in vain because of the bike’s size. In short, if you have never been asked “How’s the weather up there?”, this bike is not for you. Otherwise it looks pretty decent for the price.
