I’ve been to 14,000 ft/4267 meters & the air is too thin for walking! Biking would require an oxygen pack for me.

Technically it’s not true anymore, electric motors don’t require oxygen to operate, so it’s more about does an electric vehicle have the capability to haul itself that high or higher.
