This started happening today. My wheel gradually moves forward in the drop out while riding, also immediately shifts forward if I hit a bump or go off road.
The skewer it pretty right. If it still shifts after cleaning the gunk off and buying new skewers, what could be the issue?

Did you tighten the wheel enough?
Is it possible the nut or axle has it’s thread messed up and won’t tighten well anyway?
Or is it on a Quick-release system? In which case, it shouldn’t be. On longer dropouts it is always wiser to have it on threaded tightening.
If it’s on QR, we go back to first – did you tighten it enough?
if your wheel is slipping on the drive side, you might need something like this: https://surlybikes.com/products/snuggnut
What kind of QR skewers – internal cam or external cam? External cam skewers often don’t clamp as hard and can wear out.
THAT SAID, I had a bike with semi-horizonal forward facing dropouts like this, where the wheel shifted once or twice on me despite having a very good Shimano internal-cam skewer. I ended up putting a Surly Hurdy Gurdy on it just for peace of mind.
