Hi there. We recently bought a used Thule Chariot Cougar 2 Bike trailer for our kids.
The wheels are a bit woobly so i been looking around for parts for the wheels, bir om stuck because i dont know if it can be changed or what the name of the part is.
So my questions are what are the name of the grey part in the picture and can it be bought and changed, pe should i go for 2 new wheels?

That disc is part of the wheel lock. It’s going to be a proprietary Thule part, and probably not available on its own. I can’t find it on the Thule website, at least. You may have to go to an authorized Thule dealer, they can likely order all of the parts individually.
If the axle has play then the bearings in the hub could be worn, a bike shop should be able to swap them out for you
As mentioned below, it’s likely that your bearings need replacing and not that grey part. It looks like that grey part has worn as a result of worn bearings initially. Is there any play in that axle there if you try to wiggle it?
It looks to me like underneath that clip (green), there is a bearing (orange).
