I put the pedal in a vice and use a round punch. I find this requires the pedal to be cracked open into its two halves but ultimately makes it easier to get them in and out. To get the new pads in I tend to use a flat bar to apply even pressure on both sides and then tap with a hammer. I apply grease to the pads to make sure they slide in vs tearing apart. Definitely a frustrating task no matter how many times I do it.
