That piece is supposed to do that in order to save your frame and derailleur. There should be tiny screws on the inside or outside of that to remove the rest of the derailleur hanger. The shop that sold it to you should be able to supply a replacement.

That is a replaceable hanger. Unbolt it. Re assemble and get an exact match on an image search to buy a replacement. There are literally hundreds of designs of this part and you need the exact right one.
