Remove the bolt and take it out, should be fine, if it goes out then buy a new headset star and tap it in. Do not put the stem on until solved

This is broken dude. If there is no delamination below it you can cut that bit off and slam the stem and ride on.
if it has delaminated further down you need to have it repaired or replace the fork (which is so much cheaper if it is not a proprietary fork)
