Does anyone know what these mounts can be used for?
They seem too low down for back racks and slightly awkwardly positioned for bottle cages or fork bag.

Probably for mudguards.
When this has been asked previously, somebody said GT were planning some kind of rack system that never got off the ground
If you have beel clearance you can probably stick an offset bottle mount on them.
