The pawls on the freehub may just be gummed up with gunk / grease.
The pawls or ratchet ring may be worn and need replacing.
You need to get a 10/11/12 mm hex into the inside of the freehub and a breaker bar to unscrew it.

You can replace just the freehub body on that era of Shimano. Assuming it’s Shimano. It looks like Shimano. Cheaper than rebuilding a wheel around a new hub.
