Lock hanger
Most likely a mount for a lock.
Looks like a frame mount for a lock, likely a U-Lock. If you don’t have the lock you can remove it.
Probably meant to hold a U-lock
It looks like a mount for bike locks. Maybe something like this?

In my experience stolen bikes don’t bother removing the old lock hanger.

Unrelated but does anyone know if having the bike lock hanger rub against the brake cable causes any issues?
