I try to wrap it as tightly as I can around the seat post while riding, but it often slips down and rubs the back tire. This chain lock is more useful for locking up my bike than the U-lock that I used to use, but how do you wrap it around your seat post or bike frame while riding?

most chain locks can be wrapped under the saddle.
They way you have in that photo is a safety hazard for me and I wouldnt ride like that.
If you can’t get it to stay up closer to the seat then around the top tube is probably best.
I wrap it around the top tube with a loop around the head tube to stop it from sliding backwards. It sometimes gets a little tangled in my brake and derailleur cables but it hasn’t made any functional difference other than it takes more time to lock up.
I keep mine in my front basket.
I wrap mine around the middle area of the handlebars. It can change the weight a bit but not enough that its ever been a problem
I wrap mine around my spare water bottle on the seat tube
I try to use my water bottle cage to keep it in place, this is nice to prevent unwanted movement, but is may not work for all locks.
I have a 140 cm long ART-2 certified lock. Big and heavy.
I bought this separate bag for it. Go for something like this and maybe you could Velcro it into the frame.

I drop it in my backpack.
