That looks like badly oxidized clear coat. If you have the time to set aside to work on it, try a clay bar to remove as much of the grime as possible, then a coat of wax.

WD40 works well to remove grease and sticky residue. So does Dawn dishwashing detergent.

Lemon pledge! Or Behold. Spray on, wipe off. Just don’t get it on disc brakes.

I had a similar condition bike. I give it a quick once over with some 1200 (wet), 1500 (wet), polish and then wax. Came up really nice and glossy.
Is it perfect? Definitely not, but for half an hours work it looked a good 90% better.

I was referring to the original coating
I might not be even using the proper term. I’ve lived on the coast in several states and the original coating basically flakes away.
