Any tips on how to get this out? I think a spacer broke and somehow this side of the BB rotated itself sub flush? Now I can’t access it with a standard BB tool. Any help would be appreciated! (Non drive side, cervelo soloist)

Oh man. I’ve never seen this before. It’s t47 or bbright?
I’m going to go out on a limb and say it looks like a frame which has a T47 BB shell and someone has tried to install an incorrect bottom bracket, perhaps a press fit one, that threads together in the centre.
