They’re supposed to have lateral play, it helps with the chain guidance. The teeth look fine so unless the bearings/bushings are shot, I don’t see a problem with those.

First of all your bike is super dirty.
Remove de chain, disassemble the gears and give it a good clean up.
The reassemble applying the corresponde grease to each component and adjusting well each scrub
After that you can tell is there is really something wrong with the gear or it was just dirty and a bit loose

but when the teeth look like ninja stars you’ve gone too long.

If it’s shifting ok and your chain is staying on it’s fine.
But you could do with washing and lubing it.

Jockey wheels are very inexpensive and a very easy job to replace.
