Crank is for 73mm MTB BB shell, usually you’d space out the BB but could probably use 24mm spacers on the axle

Being XTR, it is likely designed to accommodate a 73 mm bottom bracket shell. Yours is 68 mm. You’ll need 5 mm of spacers to get things set up properly. They usually are sold as two 2.5 mm spacers.

Is this just a road/MTN Hollowtech II BB thing? SM-BBR60 is a road HT2 BB, but an XTR crank should be fitting a MTN HT2 BB (which, going onto a 68mm BSA shell like yours, would have 5mm of spacer under the DS cup and 2.5mm of spacer under the NDS cup), right?
