I got the headset cap installed with spacers from a bike shop but it’s loose. should I bring this to another shop or is it fine? I tried reinstalling everything and retightening it and it’s still like this.
My headset is loose what should I do?

Are both upper and lower bearings even in place? Looks to me like one or both might be missing?
Loose would be more “up and down” movement
“Front to back” movement means things are missing
If the shop gave it to you like that you need to fire them and find a new shop. If you still trust said shop, bring it back before riding
I’m thinking your bearings are still sitting on some mechanics workbench. It’s wild that someone let that go out he door! I’d say go back to get this fixed, and consider making that your last trip to that particular shop.
Might also be missing a stem spacer. The top cap is supposed to remove bearing play, but if the starter comes to the top of the stem the top cap has nothing to press against to do its job.
It looks like they forgot to put the split spacer in above the top bearing… yikes. Time to go back to the shop they should 100% make this right

That’s more than loose. It looks like you are missing the bearing on top. Even loose wouldn’t have that much motion.
Loosen it all, lift rear put weight on the front tire tighten
You left the shop like that???? I don’t mean to be rude, but I generally move any bike by guiding it with the handle bars. I think like… 100% of people do this. And .. it just seems like you’d notice that it isn’t assembled the second you tried to put any effort into steering it.
Seriously.. I really don’t mean to be rude. I’m just floored. Like… If you test ride it like that it actually seems like you might damage it. Before you leave the shop next time test ride it… Or ask the shop owner to risk their neck on a test ride. This is incompetence on the “get the lawyers involved” level.
The split compression ring was not installed by the look of it. There should be a ring that sits on top of the top bearing that I bet is missing.

You need to get that shop’s manager involved ASAP.
How practiced are you in the art of KAREN? 😂
