Just installed a new drivetrain, new chain is correctly sized, cleaned and lubed.
It does this on every gear except the 11 tooth, these are all the corresponding shimano linkglide parts, correct linkglide cassette, derailleur, and chain
Why is the derailleur doing this?

Adjust the wire tension? Sounds like you just haven’t got the indexing right.
It’s always a good idea to check gear indexing any time you replace a part of your drivetrain even if it’s just the chain.
Turn the barrel adjustor to fix the cable tension.
Tighten the cable tension with the barrel adjuster
