Can anyone please help me understand why my handlebar nipple isn’t catching on to the latch?

I can’t fold it any further because the break hits the tyre
Change brake angle
Change handlebar angle
Tighten the thing that catches the nipple
Have you changed the angle of your handlebars?
The brake levers are very far forward. Tilt them back a bit.
Brake levers.need adjusting to clear the tyre they should be pointing almost downwards, handlebar catch is currently rotating that needs tightening down.
