Why are the cranks and seatpost silver but the stem/fork/rear triangle black? Is it a special edition?

A 2003 model at least the frame revision goes. The joint flange (folding point) on the frame is welded (or soldered) in the way that tells it is a pre 2003 model. Some components can be swapped or updated afterwards.
