I used all 116 links on my KMC 8 speed chain. My old chain had 118. The tech at the shop I was working in said I'd be fine. Looking at it now at big big, is derailleur too stretched?

Yeah that’s too short.
It depends on what ring the front derailleur was in when you took the ‘stretched’ shot.
If its the biggest ring, then you’re at the crosschaining point, and I wouldn’t expect you to be in that normally.
