There’s a little bolt behind the bottom bracket and I don’t what it’s for? The new tires rub a tiny bit because the wheel rotates ever so slightly out of true/dish. Any idea if I need to keep it threaded in?

If it helps, this is a Cannondale topstone carbon
Possibly fender mount? Should probably plug it if you remove it to keep moisture out of frame
Fender eyelet to attach fenders?
Replace it with a grub screw
It will keep shite out your frame

Looks like a fender mount. Are there eyelets near the rear dropout?
