From this alone, I wouldn’t say so, unless you run it tubeless and it doesn’t hold.
Now, look opposite the dent for any cracking around the spoke nipples… that may be a more pressing issue.

I don’t know what the rest of the rim looks like but you can easily pull that dent out with a crescent wrench.

You can spend hours fiddling with that spot trying to get it back in shape, but it will never be quite right. Plus, the rest of the wheel shared the trauma of that impact. Check all the spokes and nipples for damage.

You will never smooth this big a dent out on a rim brake wheel enough so that it won’t impact the brake feel.
If you can still buy an identical rim, relacing to a new rim (keeping the hub and spokes) is a good first foray into wheelbuilding. Just line the valve holes up and move the spokes to the new rim one at at time, then tension and true.

Assuming there is no other damage to the rim, you can easily fix this yourself. The best way to fix this dent is with a small bench vise. The longer jaws of the vice will allow you to push the dent back in line with the rest of the rim without causing any other issues. You can protect the surface of the rim with a bit of cloth before you put it in the vise. Work slowly, and check your work as you go.

You can use a pipe wrench or wide enough pliers to grab that dent and bend it back.
Done it before, rode the wheel without any problems.
Just be caerful, because you can destroy the rim if youre not careful.
