
The bar seems like one piece and no seams in the middle to separate. The brake clamp will not pass beyond the right bend of the handlebar. I do not understand how the previous owner was able to install the brake levers? Any idea aside from cutting the handlebar?

Jam a flat blade screwdriver into the brake lever clamp to widen the gap, see if that gives you enough space to slide it off.
penny trick if you can access the thru hole and the threaded hole. remove bolt, put penny between stem opening, put bolt in from wrong side

I mean, someone got it on there. I will put a penny in the brake lever where the tightening bolt would go through and thread the bolt in so it pushes the clamp open then try twisting the lever around the bar in different directions to see if there’s one way it comes off easier
Edit: oh that might not work cause the threaded part of the clamp doesn’t open on the topside. But you can definitely see on the bottom of the pic where someone struggled to get one of those things on
You have to rotate the brake lever, it only slides around the curve a certain way
Do you want to reuse the handlebar? Just cut it in half
