If it’s in good condition and that’s only superficial lube / grime then yep. Awesome bike. Just take a look and see how worn the parts are.
People really don’t know how to take nice photos of bikes for second hand listings.

Cannondale frame sizing is large compared to other brands. A “56” cm is more like a “58” in other brands. If the seller is willing, see if you can try to position yourself on the bike or go for a ride.
Ideally, and I know this is a more expensive route, but consider getting a professional bike fit to know what your ideal specifications are and use this knowledge to shop for a first bike if you want to get serious about cycling.
