I’m finding issue after issue with this bike… I have also noticed there’s no bolt on top of my stem cap? The cap doesn’t move and headset is tight, no play with the handlebars when the brake is engaged – should i just buy a bolt?

Is the stem cap loose? If no then leave it alone. Not every stem cap has a centre bolt, sometimes the entire cap is the bolt.
The cap doesn’t do anything other than protect you in an OTB moment once the headset bearings have been loaded. It’s probably the same size as a bottle cage bolt if you have one spare. Is the bike new to you? GT went out of business last year and the stock has been sold off quite cheaply – I was very tempted to get the ebike version of the Grade cos it was an excellent deal.
Does the bike have a carbon steerer tube? That may just have an allen head bolt recessed in that top cap
Just because it’s not loose now doesn’t mean that it won’t loosen up later. It’s best to make sure that you absolutely don’t need a bolt there then needing a bolt there and having it come loose while in the middle of a ride.
Leave it as is then
Riding in the rain is never normal
It’s just the type of preload, on the carbon forks, they have on the Grades I think. Mine (old 2021 carbon elite) is similar, but came with a rubber grommet in there. You can remove the top with an allen key, if you peer in the hole you should see.
Did you not get any spare rubber grommets with the paperwork? Hope you get on with the bike, I absolutely love mine, always have, it often gets taken on sportives with fast tyres, over my Supersix of Propel.
