
I just bought a used Wilier Jena 2022 and I am confused how this top cover should be put on? it seems weird to me that it twists with the handle. is this how it should be? should I put the rings on in a different order? do I need to tighten the top more? there is a bearing and a composite compression ring under the top cover

If you’re 7 feet tall then its fine.
I feel like your top spacer should maybe be your bottom spacer? I’d expect the topcap not to rotate like that.
Why so many spacers? Also that bit at the bottom shouldn’t move.
Yes, the top cover rotates with the handlebars. The first element that doesn’t rotate is the bottom race of the upper headset bearing.
You might want to check your bike’s max spacer stack. This would be an unusually large and potentially dangerous number of spacers if you have a carbon steerer.
He’s doing it right. Let the man put his bike together. Ride around with a stovepipe for a while to make sure your fit is dialed in then cut the stem. 45mm of spacers is kinda crazy though.
